In 2002, the Chief of Naval Operations (CNO) promulgated Seapower 21. Seapower 21 provides a framework to align, organize and integrate the U.S. Navy to meet the wide variety of challenges that lie ahead. The CNO called upon the entire Navy to find ways to become more efficient and effective.

To meet Seapower 21 objectives and to increase efficiency, the NAVSEA Warfare Centers established the SeaPort Enhanced (SeaPort-e) Multiple Award Contract (MAC) vehicle, using a Web-based, e-business procurement portal, to facilitate performance-based service acquisition, leverage buying power, improve business intelligence and reduce cycle time.

In October 2004, the Virtual SYSCOM Commanders formalized an agreement to expand the ordering community of Seaport-e through a rolling admission to include all Virtual SYSCOM activities and to leverage the success of SeaPort-e in achieving the aforementioned objectives across the Virtual SYSCOM. Additionally, other Navy activities, including the Military Sealift Command, Strategic Systems Programs and the United States Marine Corps have chosen to use SeaPort-e.

Cydecor assembled a small team of highly qualified members, submitted a responsive proposal and was awarded a prime contract for SeaPort-e.

Cydecor. - Cydecor is a premiere professional and technical services firm, providing expert program support services and advanced technology solutions since 1997. Cydecor provides a wide range of programmatic support to the U.S. Navy Strategic Systems Command (SSP). Cydecor’s support includes program strategy and specification development, production and process assessment, and requirements compliance. Cydecor provides independent technical, schedule and cost assessments and analyses using EVMS concepts. Cydecor provides program and project risk management support to include risk identification, assessment, mitigation, monitoring and training as well as risk database design and development. Cydecor creates planning documents, assessment reports, implementation plans, procurement strategies, engineering processes, and end-of-life assessments and extensions. Cydecor has a presence in the National Capital (Zone 2) and Mid-Atlantic (Zone 3) regions.

EG&G Technical Services, Inc. - EG&G, a Division of URS Corporation, has been providing high-quality, technology-oriented solutions to the DoD, NAVSEA Program Executive Offices, Directorates and Warfare Centers and other Government agencies for over 30 years. EG&G has a strong presence within the National Capital (Zone 2) area at NAVSEA headquarters, NSWC Carderock, NSWC Indian Head and NSWC Dahlgren. EG&G also provides significant support at NSWC Crane (Zone 5), NSWC Dam Neck (Zone 3) and NUWC Newport (Zone 1). EG&G’s capabilities include providing program management, systems and software engineering, systems software safety engineering, risk management, and other technical and administrative support to some of the DoD’s premier programs, weapons and weapons control systems. EG&G is CMM assessed at SW SEI Level 2 and is currently progressing towards a CMM(I) Level 3 assessment in February 2005.

SPA, Inc. -SPA is a professional and technical services firm specializing in program and business management, systems engineering and engineering support, and operation analysis. SPA’s technical capabilities cover the academic disciplines of engineering, computer science, information technology, physics, mathematics, operations research/systems analysis, and public policy. SPA’s programmatic and business capabilities include acquisition, program, business, and financial management; strategic and program planning; and risk management. SPA has a 30-year history supporting the U.S. Navy, as well as other branches of the Armed Services. SPA has 28 years experience supporting the Strategic Systems Programs and five years supporting the SPAWAR, as well as two years of direct support to NSWC Dahlgren. SPA has a strong presence in Zones 1, 2 and 6. SPA Defense client portfolio includes the Office of the Joint Chiefs of Staff, Joint Commands, the Missile Defense Agency, the Joint Theater Air and Missile Defense Organization, and the Defense Threat Reduction Agency.

Quality Assurance

Our Commitment. Cydecor is committed to providing our customers with quality products and services. Cydecor has adopted Continuous Quality Improvement (CQI) concepts as part of our corporate attitude towards serving customers, and proving and improving the value of our products and services. All customer personnel are invited and encouraged to assess our performance to ensure performance expectations have been attained.

Facilitating Performance-Based Goals. Cydecor’s quality assurance processes structured in a manner that facilitates transition to performance-based contracting in order to assist our customers in achieving related efficiencies and contracting goals.

Responsibilities. All Cydecor personnel and team members supporting SeaPort-e TOs are responsible for quality assurance. This includes ensuring the quality of their products and services, identifying metrics, collecting measurement data, implementing corrective actions, monitoring the effectiveness of corrective actions on the quality of their products and/or services, and reporting applicable lessons learned resulting from CQI activities. Cydecor Task Managers have the responsibility for quality at the TO level, and Cydecor’s SeaPort-e Contract Manager has the overall responsibility for quality across all Task Orders.

Defining Quality. The specific products/services to be assessed and measured will be determined at the TO level with customer concurrence. Each product/service will have associated quality attributes and an Acceptable Quality Level (AQL) that represents the desired level of performance. Where appropriate, Cydecor will establish performance metrics and develop a surveillance plan designed to measure performance.

Corrective Measures. Where performance does not meet desired standards, Cydecor will conduct process improvement initiatives to determine the cause and implement the necessary corrective actions to improve quality. Once the appropriate corrective actions are in place, Cydecor will continue to measure to verify improvement. Cydecor will document the results of all performance evaluations in periodic progress reports, along with issues, status, corrective actions, quality improvement initiatives and other relevant matters.

Quality Evolution. Since indications of quality evolve over time based on changes to requirements, processes, products, standards, goals, technology, and other factors, Cydecor will periodically review and update our quality-related programs to ensure that they are reflective of requirements and that our customers continue to receive quality products and services.
